Devin was considered dangerous among kids in the southwest, he always played rough. He became part of the military when he got older. He was seen as unstoppable, strong and heavy hitting while also being smart and strategic. It was seen that he possessed a unique mutagen in his system that granted him his formidable size and strength. Scientist managed to strengthen the mutagen and caused him to change into an enormous rhinoceros-like creature. He soon went out of control and was through into a failed experiment storage, but managed to escape and was seen as a monster. He decided to become the criminal everyone thought he was and would use his military training to help. He is now the seismic soldier with the power of the horn named Rampage, Rhino Rampage.
